人口減少、少子高齢化、自治体の財政危機など社会経済環境が劇的に変化するなか、各地で住民自治を再生、強化する取り組み、市民と行政の協働によるまちづくりが広がっている。典型的な地方中都市である山口県防府市においては、2010年4月に自治基本条例が施行され、市民参画・協働条例の策定が進行中である。本研究は、防府市における住民自治確立の取り組み及び協働のまちづくりの現状と課題の考察を通して、防府市が今後目指すべき住民自治、協働によるまちづくりに必要な制度的枠組みと住民自治確立の基盤となる地域自治組織の必要性を提案した。
